The Government is proposing taking significant steps to reform the building and construction sector, aiming to make homeownership more accessible and boost the economy. Building and Construction Minister Chris Penk has emphasised the need for a construction sector that operates efficiently to build affordable homes and create jobs.
Introducing self-certification for low-risk work
One of the key changes proposed is the introduction of a new self-certification scheme for trusted building professionals, including plumbers. This initiative allows qualified professionals to self-certify their work on low-risk projects without the need for inspections, aligning them with electricians and gasfitters who already enjoy this privilege.
Streamlined processes for efficiency
Currently, the building consent process can be lengthy and cumbersome, often taking over 550 days to complete a home. The new scheme aims to reduce this time significantly by allowing businesses with a solid track record, to navigate a more streamlined consent process.

This self-certification scheme will initially apply to low-risk, basic residential projects, allowing inspectors to concentrate on more complex developments where most defects occur.
Looking ahead
MBIE will be progressing detailed work and consultation with the sector to look at how a self-certification scheme could ensure that it meets the needs of both professionals and homeowners.
